I think it's save to say that if something can be caught on camera, it's at least not a drug-induced illusion... ;-)

I'd be disappointed in him if it wasn't his plan. He did set a rabid government thug against a woman whose paranoia he'd personally and luridly inflamed. What else would he expect to happen?

Either Gus' plan just got seriously screwed up, or it's actually all part of his plan, and his outrage therefore just an act.
I guess this depends on the question: Was he already aware of the "Drosselmeyer Protocol" or not?
