(Unfortunately, if Tona perceives her friggin' daughter as being under threat, she may not be much in the mood for the mercy part...)
To offer a bluntly pacifist interpretation of what's going on here, I'd say getting caught up in what Tona is trying to accomplish and why she's doing this misses the most important answer to those questions. Never mind complicated answers for why, she's doing this because she can and because she thinks she can get away with it.
Another possible turn of events, considering who else is living in this city:
A woman suddenly appears, her black hair styled as bob cut, and her hand holding a cigarette.
Tona: "What the Hell do you want in here!?"
Agent Black: "I heard someone shouting my name..."
